Both priests / clerics
and wizards gain bonus spells for high ability scores. The following tables
have the details for wizards. Priest's / cleric's bonus spells for high
wisdom is the same as that in the PHB.

A cleric are allowed to
use any amour. So a cleric is actually a paladin, with major access to
prayers. Priests are not allowed to use any amours at all.
Wizards are allowed to
wear armour of any kind for combat purposes and can use that armour just
as good as the next guy. If a wizard wears armour, he will be unable to
use any of his spell casting abilities, not even so much as a cantrip.
The reason why a wizard is unable to use any spell abilities while wearing armour is that the metal interferes with the magic. In fact a wizard is unable to cast spells whenever he is closely bound in metal. So that means any form of armour including padded, leather and hide as these types of armour use metal wiring to stitch and attach various parts of the armour together. But a wizard are allowed to have small items made from metal eg. knife, coins etc. etc.
If the wizard comes across magical armour made from non metal materials and the armour fits him there there is no reason why he can't wear that armour and cast spells. Most non magical armours tend to fall apart if they are made without metal to hold it together.
Also another implication
of the "metal interferes with magic" rule is that if a wizard is bound
in chains or the like then he is similarly unable to cast spells. If a
wizard is standing under a 10 ton block of iron or standing on a circular
metal grate his spell casting ability is not impaired. Even if the wizard
is standing in a metal room his spell casting ability is not impaired,
but if the wizard is locked in a metal box say the size of a coffin then
he cannot cast spells, even spells with only verbal components.
There is no maximum spell
level for characters with low ability scores. This means that wizards with
lower intelligence can still cast high level (4th through to
9th) wizard spells and priests and cleric's with lower wisdom
can cast high level (6th and 7th) prayers.
