Further to a request through the Hetagrot embassy, the GRYPON is to proceed to Gobarin II in the Katarian sector where you will select a team of senior officers to act as mediators in negotiations between the Karanthan council and representatives of the Gobarin II community which is seeking independent status.
The Karanthan's have yet to interact with the Federation, however they are trading partners with the Hetagrot. They inhabit five worlds in three separate systems all in the sector below the Hetagrot sector.
Gobarin II is a mineral rich world and is primarily a mining colony, life there is fairly harsh and the miners/settlers there had to develop a close sense of community in order to survive. A few dozen years ago the Karanthan council placed a high security prison on Gobarin II in order to remove the worst elements of their society.
All remained settled until a spate of breakouts over the course of a few short years. After being threatened and some of their number killed, the community on Gobarin II demanded the removal of the prison. Their request was denied. The diplomatic situation rapidly deteriorated to the present. The Gobarin community has demanded independent status and is withholding much needed mineral supply's until they receive such.
The Karanthan council has responded by denying all but the most limited of humanitarian medical and food supply's until order is restored. Being a fairly peaceful race neither side considers violence as anything other than an absolute last resort.
The Gobarian's turned down the offer of mediation from the Hetagrot stating the longstanding trade agreements between them and the Karanthan council would likely bias them, however both sides have heard positive things of Federation standards of fairness and approached us through the Hetagrot embassy.
The GRYPON is to make the initial contact, attempt to establish positive dialog between both party's, particularly in the area's of independence, the recommencement of normal supply shipments and the issue of the high security prison.
Based on the initial report it will be decided whether the services of a diplomatic envoy will be needed to help resolve the situation. But at present it is felt that such would be inappropriate till formal diplomatic relations are at least to be discussed.
Secondary to the main objectives it should be noted that this is essentially, for us, a first contact situation as we have only the limited information from the Hetagrot about this race.
As noted above, it would appear that both sides consider violent conflict to be an absolute last resort. That and their apparent long-standing peaceful diplomatic and trading links with the Hetgarot would appear to suggest a fairly civilised culture.
Any chance to study them as a people and a culture that does not interfere with the main mission should be taken. This might be the beginning of a new trading/diplomatic partnership. I need no over emphasise the effect that the actions of the GRYPON and her crew could have on this potential.
