After my first Skaven draft of themed army lists I wanted to make the Empire and I also wanted to include how I set to work on them. First of all I brought out the Empire book, WD 146 and 147 and WFRP for background and to get in the right mood. Well it backfired right at the start as when I was flipping through my WDs I came upon WD 137 and spent 10 min drooling over Andy Chambers Skaven army. After reading a few more WDs I started going over the background taking notes.
ALTDORF
Is the Present Capital, houses the Imperial court, is the home of the Imperial Navy. The University of Altdorf and the Colleges of Magic make it the center for academics. The Imperial zoo, the Imperial Ordnance and the Imperial Engineers School contributes to the armies. The large Dwarf population is working as skilled artisans and many work in the Engineer School. Home of the Reiksguard.
NULN
The second biggest city who also houses many universities as its an old capital. Home of the Imperial Gunnery School that train the artillery crew.
MIDDENHEIM
Also known as the City of the White wolf and is the home of the Temple of Ulric and the knights of the White Wolf.
TALABHEIM
Lies in the centre of the Great Forest. Home of the knights of the Blazing Suns.
KISLEV
Horse archers and Winged Lancers fight with the Empire against chaos incursions and other threats.
TILEA
Provides Crossbowmen and other mercenaries for the armies of the Counts and Burgomeisters.
THE MOOT
A Halfling province.
OSTLAND
Ostland and the forest of Shadows have never really been tamed. There should be no dwarfs there though many hunters. Its most likely a poor region and would use spearmen over halberdiers.
THE RIVER REIK
The cities and areas along the river Reik are the most prosperous as it carries more shipping than all the other rivers put together. Marienburg, Nuln, Altdorf and the Reikland are rich areas and probably lower Middenland, lower Talabecland and western Stirland as well.
HOCHLAND
Have the Hochland Long rifle which is a long barrelled hunting rifle.
STIRLAND
Consists of forests and rolling hills and is not a rich area.
OSTERMARK
Mostly rural province.
REIKLAND
A rich province with many generations of dwarfs.
TALABECLAND
Northern province poor, southern prosperous due to the river Reik.
KNIGHTLY ORDERS
The orders consists of nobles and most are small and defend the northern or eastern areas against chaos invaders or other enemies. Pistoliers are young nobles, knights' sons.
MISC NOTES
Spears and bows are favoured by poorer areas who cant afford halberds or handguns. They also reserve armour for the spearmen over the archers.
Reikland is prosperous due to the river Reik.
Dwarfs live all over the Empire, though most of them in the cities. Wizards can be
found in all larger cities, especially in Altdorf.
Archers are favoured in the north and east rural areas wherr hunters are common.
Ostermark a rural and poor area?
Western towns are the richest.
Ogre mercenaries
With these notes in hand I started to sort the Provinces and City States. The State troops units that was to be included in a richer provinces was due to the weapons rather than the effectivness of them. E.G. halberds are used by the provinces that can afford them, even though in game terms a spear is sometimes more effective as you fight with double ranks. Also I gave them handguns because of them being a modern weapon and very effective, even though some players prefer the bow for its abilty to move and fire.
I combined several provinces because they were close to each other and were similar to each others. Also a City State and a Province have been combined as they would most likely share the same kind of troops.
Ostland and Ostermark was given the Kislev troops as they are bordering Kislev and they would most likely be uniting to fight marauding Chaos warbands.
I gave only the large City States Wizards as the book states they reside in the large cities. Or rather only those armies would have access to several Wizards where in other areas the Wizards are fewer.
The Knights have been assigned to their home cities, except the Knight Panthers, and they can be taken in large amount for that army but only a single unit as allies in another army. This makes more sense as the Knight of the White Wolf will not send one unit through the gates to defend Middenheim, they will all surge forward.
I assigned 0-1 Units of knights to several of the poorer areas that was likely to be in the way of an invading enemy such as chaos warbands. There are many small knightly orders that have taken upon themselves to fight chaos and to hunt down Chaos Warbands. Its likely that a small unit of knights will be despatched to help an army fight off invaders. Also as the nobles all belong to a knightly order they are likely to send a small unit to help a brother in a feud. Also Pistoliers are rare in many areas because they are the sons of Nobles, and if the population is low then there are not many nobles around either. Many nobles flock around the southern states and espcecialy the Imperial Court.
It comes as no surprise that the southern areas have many choices and access to better armed troops, they can also afford them. Some areas are not poor nor are they rich and they have been given better armed troops as Auxilaries to represent their rare presence, but they are rare not elites.
I couldnt come up with any elites for Nuln and Im not sure that I should Include knights in each armylist. I gave Reikland 0-1 Reiksguard knights because of Altdorfs close by. Im leaning toward that these two would buy knights as allies, on the other hand they are propserous and would probably house a lot of nobles and thus knights. For Nuln they have artillery but Reikland doesnt have anything special.
All army lists includes General, Battlestandard Bearer, Heroes and Champions in their Character selection, But not all of them contains Wizards. An Army List that do list Wizards allow you to take any number of them and any levels. Lists that do not include them may only include one Wizard from the Character allowance and then only up to level 2. You can include additional wizards as Allies, but only a single level 3 and level 4.
Elites can be bought in any number but if they are bought as allies then each unit is restricted to up to one unit. The army must include at least one state troop unit per elite unit, even if bought as allies though the state troop will come from the base Army List.
Elites, State Troops and Auxilaries all come from the Regiments allowance in a base Army List.
Treat Knightly Orders as Reiksguard Knights.
The army may include up to 35% of the army as allies but no more than 25% from non-Empire army lists or Warmachines.
Also note that some provinces and city states have been combined because they are so similar to each other and to save space. Electour Count special characters may only be included in the province they belong to, even if they were included in a combined list.

These units may be chosen as Auxilary troops for any of the Empire Army Lists, but you must include one State Troop unit per unit of additonal Auxilaries. They are mercenaries that have been employed by a Burgomeister, Prince or Count for this battle or for a period of time.
