Summary

The military government on Cardassia has been overthrown and a civilian regime instated. At DS9, a Klingon fleet decloaks. To find out what the Klingons are up to, Sisko calls on Starfleet's only Klingon officer, Worf. Worf, who is considering leaving Starfleet, learns that Gowron believes the new Cardassian government is puppeteered by the Founders, and intends to invade. Sisko and officers "let slip" this information to Garak, who warns Dukat. Dukat, in turn, evacuates the Detepa Council; the Defiant rescues them from Klingon attack and brings them to DS9. The Klingons attack and board the station, but Gowron is finally convinced to stand down. Worf, having once more lost his status in the Klingon Empire due to not siding with Gowron, decides to stay on DS9 as Strategic Operations Officer.
