Summary

Worf is the subject of a hearing to extradite him to the Klingon Empire for having destroyed a civilian Klingon ship when it decloaked during a battle in which he was commanding the Defiant. The battle occurred as the Defiant was escorting relief ships to a Cardassian colony. As the Klingon advocate, Ch'Pok, and Sisko as Worf's defense argue, Odo's investigation turns up the fact that the list of people on the destroyed ship exactly matches the list of those killed when another ship crashed on a planet. The Klingon Empire was hoping to embarrass the Federation.
