Time stands still at Hyrule Town, and only has differences between daytime and nighttime. There are three Pieces of Heart, one Gold Skulltula and four Gossip Stones to be found here.

Bazaar:
Sells weapons and shields at reasonable prices.
Potion Shop: Sells just about everything you can put into a bottle.
Happy Mask Shop: The newest shop in Hyrule is looking for travelling salesmen to employ. Employees can also borrow the shop's wares for free.
Shooting Gallery: Open to all ages, Hyrule's legendary Shooting Gallery is the most popular game in the country.
Bombchu Bowling Alley: Also a new location, the game uses a new type of Bomb for some fun and games. Unfortunately, the new location is not very popular, and business is slow.
Treasure Chest Shop: Hyrule's most popular nightspot, the Treasure Chest Shop is little more than a game of luck and offers some big prizes.
Back Alley: Not the centre of business, but where most of the Hylian residents sleep during the night.

FIRST STOP
Hyrule Town is little more than a thoroughfare, but don't rush through it because it does hold many important areas. Explore the area well, and make sure you also examine the back alley. Also, speak to the people after certain events have occured to see if they have something new to say. There's lots of information here that can teach you about the mythology of Hyrule and give you hints for the game.

BEFORE THE STORM
Big changes in the citizens' dialogue occures after Impa evacutes Zelda, just as you return with all of the Spiritual Stones. Most notably, a Royal Hylian Army member lays dying the back alley: he tried to hold Ganondorf off as he attacked the castle, but failed. The Princess had to leave, but she wanted to wait for Link and give him the Ocarina of Time.

Adult Link
Hyrule Town is now deserted; only ReDeads dwell there now, due to the town being the epicentre of Ganondorf Dragmire's evil. There is only ruin to be found here: use the town only as a thoroughfare.

Temple of Time
Feel free to look around in the Temple of Time whenever you like, but it only truly serves a purpose once you have all of the Spiritual Stones and the Ocarina of Time. Enter the Temple and where prompted, play the Song of Time. The Door of Time will now open, and you will be able to lift the Master Sword from the pedastel. The first time you grab the Master Sword, you'll get a lengthy series of cinematic sequences. Here's the jist of it:
The Master Sword is the final key to the Sacred Realm, and can only be moved by someone worthy of the title of 'Hero of Time'. Though Link is that Hero, he was too young to weild the Master Sword. For that reason, the Master Sword sealed him in the Sacred Realm for seven years. During that time, Ganondorf was able to recover the Triforce and take over Hyrule. Now that Link has awoken, he can resume the quest against Ganondorf.
That story is told by Rauru, Ancient Sage of Light. He'll give you the Light Medallion, explaining that you must awaken the remaining sages so they can seal Ganondorf in the Evil Realm. When you return to Hyrule, a masked man named Sheik will introduce himself and tell you how to awaken the sages.
Sheik will stand on the Pedastel of Time until you recover the Forest Medallion; this means you won't be able to travel back in time until you clear the Forest Temple. After you have the Forest Medallion, return to the Temple of Time and Sheik will not only move away from the Pedastel, but teach you the Prelude of Light so you can warp to the Temple at any time. Once you have the Prelude of Light, you can freely travel back and fourth between times simply by recovering or replacing the Master Sword in the Pedastel.

Another time when it is necessary to return to the Temple of Time is after you have obtained all six of the Sages' Medallions. Once there, Sheik will reveal his true identity....Princess Zelda!
Zelda explains that when Ganondorf touched the Triforce, it split into its three respective parts: Power, Wisdom and Courage. Ganondorf most desired Power, and so that was the only third of the Triforce he gained. Zelda best personifies Wisdom, and so carries that third of the Triforce has taken refuge within her heart and mind. To elude Ganondorf, Zelda disguised herself as a Sheikah and waited for Link to return. Zelda explains that Link, who carries the Triforce of Courage, must wear Ganondorf down so that Zelda and the other sages can bind Ganondorf into the Evil Realm.
Zelda will give you the Light Arrow spell, but then she'll be captured by Ganondorf and taken to his castle. The battle is on!
