This guild gathers food for the poor.

1 - Wants to donate food to all kinds of refugees and paupers. They will be frustrated when they cannot give enough food in their city.
2 - Helps refugees and paupers to get on with their lives, so they will not become paupers or develop their own guild. This cannot be done to more units than the size of the guild.
3 - Helps paupers to be normal citizens again.

Refugees will become paupers when they are in a city and they do not get one value each turn. Paupers will only become citizens when there is anough room left in the city and they get 3 valuables and 2 food in a turn.
