The art to make units into obedient slaves.
Instead of making refugees when conquering a town you can also make slaves of the people living there. Slaves can be used to help building cities and roads. They can fight for the rulers but will not fight against their original people. When freed and brought back to a town of the own race they will transform back into their original state.
