1. Create the “waves” at the bottom of the illustration first. You’ll need a long Rectangle and a small sphere. Place the sphere on the rectangle. Duplicate and place the second sphere beside the first. If you are using version 8, the next time you duplicate, your sphere will appear at the same distance across the rectangle. Continue to duplicate (and place spheres) until the rectangle is filled with them. Group the spheres. With the grouped spheres selected, display the Trim roll-up. Click Trim, then click the rectangle with the arrow.
2. Create PacMan. Create a Circle, draw a line through it. Trim the circle with the line. Press Ctrl-K to break the two parts of the circle apart. Rotate the top part slightly to open PacMan's mouth.
3. Bottle: Stack a series of rectangles. Weld. Fill Blue. Rotate and place. Trim with a wavy line. Color top part light blue.
4. Water: Draw the spills with the Natural pen. Fill and outline blue.
5. Stars: Create one star. Duplicate and place. Select half the stars, combine. Fountain fill. Repeat for other half of stars.
6. Moon: Create an ellipse, shape it as a wedge. Convert to curves (ctrl-Q) shape, and place. Fill.
