SUMMARY

Computer Programmer/Analyst with extensive experience at a major health insurance company. Specialties include Batch and CICS COBOL programming, and DB2. Fully experienced in all aspects of a project life cycle, including analysis, specifications, file design, programming and implementation. A team player, but well able to produce effective results with minimal supervision.

Over the last three years have developed extensive personal web sites (#) on the Internet, using HTML, Java Script, graphics editors and CGI scripts. For over a year have been creating small commercial web sites for local businesses and organizations (Fishenet.com).

Senior Systems Engineer/Systems Analyst 1980-1999

Analyst System Design: File Structures, Data Elements, Program Specifications, Batch Trail Design. Programming: COBOL II / VS COBOL, CICS, VSAM, DB2, CMS, TSO, ISPF implementation.

Accomplishments

  • Fully participated as a team leader in the creation of a massive provider database (over 60 DB2 Tables and VSAM files, documenting a million doctors and other medical providers of services). This database was nine years in the making and is considered the best of its kind in the health insurance industry.
  • Designed and programmed a complete replacement system (batch and online) for an outdated and inefficient doctor fee schedule application, including an interface with the medical claim payment system.
  • Worked with actuarial users to create a fee schedule modeling system to generate new schedules, do cost comparisons with other schedules and cost savings projections. An ISPF interactive batch application, with complete user guide documentation.
  • Specialized in master support files, medical procedures, plan provisions, diagnoses.
  • Achieved a reputation as a good troubleshooter, innovator, and solution-finder.
  • Was primary call-up for operational problems during my entire career (post-midnight calls, not fun but did well at it).

Project Assistant 1973-1980

Advanced to installation supervisor (on-site project installations in Scranton, Wichita, Detroit and Greenville data processing centers), after a progression of roles as:

  • Trainee learning COBOL, OS/JCL, VM/CMS
  • Project Assistant (limited supervision of others)
  • Lead Programmer (integrated subsystems)

    Accomplishments

    • Installed the first management information system in the company as part of a specially selected team.
    • Programmed a Health Insurance eligibility subsystem for a major national account.
    • Developed the CICS application/files for a prescription drug payment trail.

Note to potential employers: I don't like to say this, but it is obvious from this fact sheet that I'm no spring chicken. I am 56 years old. But I am NOT senile! Far from it. Age discrimination is illegal in employment policies, but not in consideration for hiring, so most of the time my résumé gets tossed without even a follow-up. Please don't let that be a factor, but consider how useful I can be to you, even if it's only for 10 years or so. I don't need any 401k plans or health insurance coverage -- that was all vested on me from my last job.
