Proctor Celesius is the ranking officer of the law in Sector a173.  He is not knwon to be a strong-willed person, and many have hinted that he is on the take.  This image has been reinforced by his repeated associations with the Hawks of House Van Saar, an up and coming gang affiliated with the most wealthy and influential House in the Sector.  He is currently hot on the trail of the Infernis Cannon, and the suspicion is that he'll give it to House Van Saar as soon as he confiscates it.
