There has been no known contact with the Keilmar and any Alliance world up until the current crisis. The following is based on information recovered from the Vorlon homeworld.
The Keilmar are an isolated race. Even the Vorlons did not know much about them. They developed spacefaring capability at least a three thousand years before the Mimbari. The Vorlons asked them to join in the Shadow wars and they refused. In the time between the the Shadow war of 2259-2261, and the one a thousand year before, the Keilmar attacked the Vorlon Empire.
The Vorlon fleet was weakened considerably by the war against the Shadows and the Keilmar attacked. The Vorlons made sure the war that followed would never be heard of again as long as they were a power.
The Vorlons had moved most of their fleet into protect their inner worlds. The Keilmar smashed through the small defenses the outer Vorlon worlds had in 22 days.
Once the Vorlon fleet mobilized, they were able to stand up to the Keilmar advance. The Keilmar held the outer Vorlon worlds but did not progress any farther. The war continued in this form of for 18 years. Thousands of ships on each side were lost.
Torwards the end of the war, the Vorlons were desperatly low on ships. The Shadows had destroyed at least half their fleet during the war. Since the Keilmar did not participate they were able to build up forces.
In a last desperate move, the Vorlons sent a mission into Keilmar space. A flight of Vorlon transports and fighters was to destroy a massive industrial base in orbit of the Keilmar homeworld where their primary fleet was staging for the final assault into Vorlon territory. The mission was successful. The base exploded and released a massive shockwave which disintegrated their entire fleet. It also caused contaminous materials to cover their homeworld.
After this, what was left of the Vorlon fleet attacked and destroyed the Keilmar command fleet in Vorlon territory. After these events a cease-fire and non-agression treaties were put into place. The Keilmar then began the long process of rebuilding.
After the war, the Keilmar government ordered what was left of the Keilmar fleet to blockade their borders. It was decided that it would be easier for them to protect themselves if they were isolated from others.
With the almost complete destruction of the Keilmar economy and industrial forces, several worlds in the Keilmar Empire no longer saw a need for the protection of the Empire. They broke away forming their own governments. These worlds, who believed the Empire needed change, were largely backed by the military.
During this time, the Empire went into civil war. The war was only three weeks old when the rebel fleet reached the Keilmar homeworld. Led by the one who is considered to be the greatest of their race, the fleet was joined by the planet's own defense ships.
The dictator was overthrown and a new republic was installed in it's place. The leader called for the Keilmar worlds to reunite and help each other rebuild the scars of both of the wars.
The Keilmar Republic enjoyed 800 years of peace. They expanded their technology and culture. Rebuilt their fleets and reclaimed their sheltered portion of the galaxy. They avoided the other worlds of the Vorlons and Mimbari as well as the new races which had sprung up in these years.
The Keilmar leaders vowed that there would be no war as long as Keilmar remained a Republic. Then, the one who would have been an heir to the Imperial thrown, overthrew the Republic and replaced the Empire. The leaders of the Republic were put to death. The new Emporer ordered massive build-up of the Keilmar fleet. Dozens if not hundreds of ships were built each year.
The Keilmar once again decided not to participate in the war against the Shadows. When the Vorlons and Shadows left the galaxy, the Keilmar realized that they were the most powerful race. The military leaders launched a plan to conquer the galaxy and enslave the other races
