Ray DATE: September 30, 1991 FROM: Diana Fowley (136C) SUBJ: Fox William Mulder TO: Distribution B THRU: C.G.B. Spender (136) The purpose of this memorandum is to transmit the final report on my professional and personal involvement with Special Agent Fox William Mulder. The attached document should be considered a supplement to my preliminary submittal, which consisted of my contemporaneous notes and observations, unabridged and unedited. A copy of the raw data has also been routed through Analysis; I have been advised that their evaluation should be completed within ninety days. An executive summary, as well as my own conclusions, were included in a brief Appendix. As instructed, I have now completed my personal memoir of the assignment. It is told in third person limited, so as to maintain some essential distance from the subject matter, but it does contain my own feelings and reactions to the unfolding events. This narrative has been reconstructed as best I can from my journal entries and other relevant documents. The conversations reported are either paraphrased from summaries in my journal, or are based on transcripts from the various electronic surveillance devices I employed in the course of my duties. I am also taking the opportunity presented by the writing of this memorandum to highlight some of the more significant conclusions to emerge from this assignment. I believe these inferences are amply borne out in the body of the narrative, but they are worth repeating here: * Fox Mulder's role in the Project remains an unexamined variable. With the disintegration of his family following the sequestration of his sister in 1973, Agent Mulder's personality underwent a series of stresses and strains, the ramifications of which are only now coming to light. The eventual resolution of these issues is a matter of great concern for the Project, and as of this writing the final outcome is very much in doubt. In retrospect, it might have been desirable to accomplish Samantha Mulder's removal in a manner other than that which was in fact used. Since it is obviously impossible to turn back the clock, I strongly recommend that some means be found whereby doubt may be cast on Agent Mulder's newly recovered memories of that incident. A scenario involving the use of serial killer John Lee Roche as a distraction and source of disinformation has been submitted as an Appendix to the attached narrative. * Agent Mulder's exposure to ergotamine-histamine gas during the Modeski affair in May of 1989 has had unforeseen and potentially far-reaching consequences. Mulder's latent paranoia has been exacerbated by his contact with the experimental drug, and while this would have handicapped most individuals, his innate intelligence and empathy have heterodyned with this new psychological development to produce a personality which I believe may ultimately threaten the very existence of the Project. It is clear that steps must be taken, but further research will be required before a sound plan of action can be devised. * In light of the previous point, the concatenation of events which led Agent Mulder to come into contact with retired Special Agent Arthur Dales can only be described as unfortunate. As a direct result of that contact, Mulder has gained an inkling of the wealth of data which lies dormant in the X-Files, and he is even now working his political contacts in an effort to have the Files reopened, with himself as SAC. *This must not be allowed to happen.* I have worked closely with Mulder during his unauthorized forays into this area, and I cannot overemphasize the dangers involved in allowing him free rein. * I cannot in good conscience endorse the decision to assign Special Agent Dana Scully as my replacement. I have reviewed her dossier, including most especially her psychological profile, and I strongly believe that Psychometrics has erred in their evaluation of her personality. Specifically, I do not believe that she will serve her intended purpose of providing the necessary ammunition to keep Mulder under control. While it is true that she is devoted to science and rationalism, she is not the unimaginative conformist Psychometrics' report might lead one to expect. She will question Mulder's theories, yes -- but her inquiry will be aimed not at debunking his work, but at conducting a serious examination of the material offered for her evaluation. The consequences of such an investigation could be disastrous for the Project in the long term. * It is also evident even to me, a layperson, that this woman values personal loyalty and friendship above all else. If she is placed in close proximity with Agent Mulder, and if the two of them are then subjected to stress and social isolation, as is currently planned, they will almost inevitably form an alliance -- one which will go beyond merely professional concerns. While Psychometrics has acknowledged that this is likely, I believe the analysts have underestimated the strength of the bond which will be created. They have also completely disregarded the potential synergy -- and danger to the Project -- should Agents Mulder and Scully manage to find common ground. This concludes this transmittal memorandum. It is my hope that the criticisms offered herein, as well as those contained in the body of the attached narrative, will be accepted in the spirit intended. I also wish to reiterate my previous assurances that any personal feelings I may have towards Fox Mulder have not been permitted to cloud my perceptions during the course of this assignment, and have not affected my analysis while writing this report.
