Clint is a long-time Avenger, whose parents were killed in a car accident when he was eight years old. At the age of fourteen he ran away from a state orphanage to join a travelling carnival. For four years he worked for the carnival, and with the aid of two mentors, Trick Shot and the Swordsman, he became a master archer. Clint was inspired by Iron Man to become a costumed adventurer, but early in his career he was mistaken for a villain. His infatuation with the Russian spy Black Widow didn't help his situation. Eventually Iron Man learned of Hawkeye's true character and proposed him for Avengers membership. Clint joined at the same time as Quicksilver and the Scarlet Witch in Avengers #16 and became a part of the team known as "Cap's Kooky Quartet." Hawkeye married Mockingbird and became the leader of the West Coast Avengers later in his career. When Mephisto in Avengers West Coast #100 killed Mockingbird, Hawkeye took a leave of absence from the team. He returned shortly before the Onslaught situation to help out.
When the heroes returned some time after Onslaught, Clint became a member of the Avengers for a short before approaching the Commission on Superhuman Activities about the Thunderbolts. The Commission rejected his ideas and even threatened that they could charge him as an accessory. Clint ignored the Commission and disguised himself as the Dreadknight to check out the Thunderbolts. Once taken to the Thunderbolts hideout while in his disguise he would reveal himself to the group and offer to lead them. The Thunderbolts would get a chance at redemption and learn how to improve their skills. Clint had a condition that Abe would have to go to prison since he had murdered someone during his time as the Beetle. Clint would also lie to the Thunderbolts that they would receive a pardon for their crimes with this deal. Abe would turn himself over to the authorities and go to prison and Clint would lead the team through various threats fairly easily, even falling in love with Moonstone.
Everything would become less easy for the team when they would fail to take down the Hulk and then become targeted by Scourge. Eventually Clint's lie would come out and the Thunderbolts would lose trust in him. At the conclusion of their battle with Gyrich, Clint would turn himself over to the Commission on Superhuman Activities and go to prison so the Thunderbolts would get pardons, giving them a chance for a normal life.
In prison Clint would have a rough time as he was constantly picked on. It would be only a matter of time before someone killed him so when Clint was offered a deal by Mentallo he accepted. Now he had the protection he needed and he was supposed to help Mentallo escape prison. Mentallo arranged for an early transfer from prison to another facility. There was an accident during the transfer because of Graviton actions at the time. This would lead to Clint running from the law with the Chain gang (Sam Smithers aka Plant Man, Murray Singleton aka Headlok, and Quincy McIver aka Cottonmouth. With Mentallo now in the body of Headlok, seemingly the leader they are looking to get the 'Greatest Weapon on Earth' that was in Justin Hammer's possession before his demise.
Dum Dum Dugan from S.H.I.E.L.D knows what Clint is doing and is keeping a watch on his actions. Clint is always questioning what he is doing and how things will turn out. A Guardsman from prison was accidentally killed on their journey for the 'Greatest Weapon on Earth'.
Hawkeye being sent to a hard place like Seagate prison was a set-up so Hawkeye could uncover a plan some super-villains were going to do and S.H.I.E.L.D has become concerned since things haven't gone the way they were supposed too. Now that Hawkeye and the chain gang are on the run from the law, Songbird is working with S.H.I.E.L.D to hunt them down. She tracks them down and the chain gang is apprehended and left for the police expect Plant-man who Hawkeye thinks might be connected to what's going on. Songbird gives Hawkeye a luggage bag filled with his equipment, costume and the Thunderbolts insignia.
Songbird and Hawkeye continued on with the ramifications of what the chain gang's plan was going to be and how it ties into Justin Hammer's last will and testament. Eventually four Masters of Evil would join them with new looks and names Blackheath (Plant-Man), Amazon (Man-Killer), Skein (Gypsy Moth), and Harrier (Cardinal). Hawkeye would also force Cyclone to help them but he would try to leave whenever he could and would eventually be turned over to S.H.I.E.L.D. They would confront and defeat the Crimson Cowl plans, fight Elite Agents of S.H.I.E.L.D. and then are reunited with the Thunderbolts that were stranded on Counter-Earth.
Hawkeye is reunited with Moonstone and they discuss what has happened, the team, and Baron Zemo leading. They also discuss their relationship and Moonstone says that he has changed her and that she has to change for herself instead of doing it for him. If he's going to stay around she will never know if she is doing it for the right reasons.
Hawkeye isn't going to lead the Thunderbolts anymore but hears that Zemo is going to. Later Zemo tells Moonstone to show Hawkeye that he's not the man the he knew. Hawkeye is the shown the child that Zemo saved during Graviton's rampage and how Zemo's old castle in Central America is now being used by the people there because it stood for death in the past and now Zemo wanted it to stand for something more. Hawkeye isn't impressed that Baron Zemo is going to lead the Thunderbolts again even if he supposedly has changed a bit with his new body and all. After much discussion Hawkeye decides to give Zemo a chance to see if has changed, in addition the other Thunderbolts can always keep a watch on Zemo too.
