Rikki and her brother, John, were raised by their grandparents, Peggy and Richard "Bucky" Barnes in Philadelphia after their parents died in a car crash when Rikki was only four years old. Rikki had a relatively ordinary childhood and developed a love for dancing. Later, as a teenager, she developed an interest in the Martial arts. Whilst Rikki was an excellent academic student, her brother, John was not and he became a bitter young man. Eventually, John ended up joining a right-wing movement called the "World Party" (it was, in fact, a Nazi terrorist group funded by Captain America's old World War II enemy, the Red Skull) after being taken in by the rhetoric of the party's leader who was known as Master Man. One evening, after catching her brother stealing money from her room, Rikki decided to follow John to the World Party's headquarters hoping to persuade him to come home. Rikki was shocked to see her brother and one of his friends being brain washed by Master Man and tried to sneak out. However, on her way out, Rikki was captured by the Red Skull himself and strapped to a nuclear missile, one of a group which was aimed at Los Angeles. Fortunately for Rikki she was saved by Captain America and helped him to defeat Master Man. Rikki then went back to the S.H.I.E.L.D helicarrier with Captain America and was given a costume similar to the one worn by "Bucky", Captain America's partner in the Second World War and, after intensive training, she became Captain America's partner taking the name "Bucky".
After spending a year with Captain America and helping him defeat Galactus and many other threats, Rikki's World came crashing down when Captain America informed her that he and the Falcon (Sam Wilson, another partner of Captain America's) were going on a mission which she could not come on, he had come to the realisation that he was not meant to be on Counter-Earth and returned to his true earth along with many of Counter-Earth's other heroes (including the Falcon, the Avengers and the Fantastic Four).
A few short months after Captain America had left Counter-Earth Doctor Doom returned and began to take over. Determined not to let Doom turn Counter-Earth into a world of slavery, Rikki found a group of like-minded heroes and formed the "Young Allies". Arming herself with a Vibranium shield similar in design to Captain America's original shield Rikki became leader of the "Young Allies" as "Bucky". Ever since the heroes left Counter-Earth (as seen in "Heroes Return") Bucky and the "Young Allies" have become the heroes of Counter-Earth, rebelling against Doom's tyrannical grip.
