Although not a tournament-level deck, this can be marvelously entertaining for use in friendly games. The entire deck is predicated around the use of your opponent's points, missions, and personnel to win you the game. Although a dangerous deck to use (it is almost entirely reactive, rather than proactive), the look on your opponent's face makes it all worthwhile.
As a side note: If you have a regular opponent, try using this deck against them repeatedly, until they begin stocking Rescue Captives (preferably in multiple). Then go back to a more standard deck, and watch the look of horror on your opponent's face as they realize that much of their deck has become use...less-than-useful.
