The Veloce.TK.3 is your first cargo ship. It can carry 200 units of resources, which is a reasonable amount and it can also transport one fighter or tank. It is capable of atmospheric flight but have no hyperspace capabilities whatsoever. Good when you start out and need cheap cargo carrying vessels inside your system.
