I made a Presian Writing Editor for a friend of mine from Iran. It's a quick one, so don't hold your breath.

Necessary command line:

PER  .-.-.-00.PWT
Example:    per  Test00.pwt

Because it runs in DOS, there is a limit of 6 characters in name, the two zeros are needed for the end output. So, the last two numbers are indexes for *.TGA pictures, a picture for each page.

Ctrl-Alt-Del

Left Shift + char, L Ctrl+, L Alt+, Alt Gr+ 
  Other Farsi characters
F1-F12, Shift F1-F12 
  Greek letters
Plus other keys allover the keyboard 
  Some other symbols
Prt Scr 
  Create TGA pictures
