With this domain action, the regent of a realm moves some or all of the population of one province (the province of emigration) and moves them into another province (the province of immigration). The regency and gold bar cost of this action is equal to the level of the province emigration. When moving the population from one province to the other, simply add the population levels. If the resulting population level equals the population level of a new province level, the province of immigration increases to the indicated level, while the province of emigration drops to 0 (see below).
The success number of this action is modified by the level of the province ruler's law holding in the province of emigration. The final success chance can also be modified by spending regency or gold bars to lower the success chance. Regents with law holdings in the province of emigration may spend regency and gold bars to raise the success chance.
In cases where the level of the province is not raise a full point, the population is not completely lost. The notation for the province levels shall have an additional decimal number added to it. Thus, if a level 3 province (6 population levels) is moved into a level 9 province (45 population levels), the final province level is 9.6. This is due to the fact that in order to raise a level 9 province to a level 10 province, it takes 10 population levels to succeed. If a more province populations are moved into the same province, the population levels are added to the decimal part of the number. If the decimal part of the province level is equal to or greater than the difference between the current province level's population level and the next province level's population level, the province increases in level. For example, if enough population is moved into our province with the 9.6 province level (4 level one provinces would do), it would increase to a level 10 province.
This does not occur all at once, however, only 1 population level per action round can move from one province to the other. Thus, moving a level 3 province (a population level of 6) into a level 5 province (a population level of 15) would result in a level 6 province (21 population levels) and take a 6 action rounds to complete. The province of emigration would drop to a province and population level of 0, consequently reducing holdings just as if the province had been pillaged.
In a non-wartime situation, the following effects take place: 1) There is an immediate loss of 1 point of loyalty rating in the province of immigration, if the level of the province of immigration increases by 1, 2 grades if the resulting province level will be increased by 2 or more. 2) Upon performing taxation and collection in the domain turn immediately following the immigration, the ruling regent and any regents with holdings in that province gains only 1/2 the normal taxation for the old province level. The ruling regent only gains 1/2 regency for the province as well. This effect is reduced to normal taxation and regency collection on the second domain turn after the immigration move.

This action can be declared during war moves. When a enemy regent gains control of a province through war, he can cause refugees from one province to flood into the other. This movement of population occurs if the regent decides to pillage the province and declares this action as well (The pillaging results in normal severe taxation for the pillaging regent). There is no regency or gold bar cost for this. This version of the Province Migration action does not take any time to complete (i.e. forcing the movement of a level 3 province happens within the same war week as the pillaging action takes place).
In the province of Immigration, the following effects take place: 1) There is an immediate 2 point loss in loyalty rating of the province of immigration, if the sudden influx of people would result in an increase in province level. There is a 3 point loss of loyalty if the increase in population would result in 2 or more levels of increase. If this change drives the province into rebellion, all affects of rebellion are applied immediately. Note that an increase in population does NOT increase the levels of any holdings in the province of immigration. 2) Upon performing taxation and collection, the ruling regent and any regents with holdings in that province gains only 1/2 the normal taxation for the old province level. The ruling regent only gains 1/2 regency for the province as well. This effect is reduced to normal taxation and regency collection on the second domain turn after the immigration move.
Example: If Baron Tael of Ghoere, during a war with Roesone, attacked and gained control of the Province of Bellam, he could order the forced emigration of the province. This would have the following effects on the province of Fairfield: 1) The province level would increase by 2. 2) There would be an immediate 3 point loss in Loyalty. Since the new province level versus the level of Law that Roesone has in Fairfield is less than 100%, this would drive the province into rebellion (against the ruling regent) if the loyalty of the province prior to the attack was average or worse. If the province did not go into rebellion, come tax time, the ruling regent gains only one half collection and regency for the new province level and any regents with holdings in Fairfield only gain one half collection as well. Regency gains are normal for any holdings within the province.
