A recently released prisoner is accused of a kidnapping, and Frank and Hollis must determine whether he is responsible.
Child kidnapping has been done far better on the show before, as well as on The X-Files.This is a particularly tedious episode in which nothing happens for about the first half hour, then there's a mildly interesting revelation towards the end. Nothing is really examined by the story, there's very little tension, and the whole thing is wrapped up far too easily.
Considering Frank helped the released offender to be jailed in the first place, this would have been a great opportunity to explore how Frank remains impartial in cases like these, but nothing of the sort occurs. A waste of time.
