Agent Hollis is held after failing a drugs test, and Frank sets out to find out the truth behind what has happened, only to discover an unusual new drug.
Human Essence is an odd episode. The drugs charges against Hollis are dropped early on without any real explanation as to why she's been cleared, as her only alibi hasn't yet given testimony. It's a bit like The X-Files' Hell Money, as those responsible are oriental, and the concept of monsters brought on by drugs is more an issue for that show than Millennium. Still, the story is absorbing, and well written by departing executive producer Michael Duggan; it just fails to provide more than a semi-answer about what's going on.
How have the drugs been tampered with? Exactly what are the 'monsters'? What do the tattoos have to do with what's happening? There are a lot of hints, but not actual statement explaining what has happened, which may be fine for The X-Files, but it's unusual in Millennium.
On the other hand, a strong bond is forming between Hollis and Frank, and the scene at the end of the episode when Emma is told she is becoming like Frank is effective. The only problem is that this season, things seem to be happening so slowly. If the series doesn't snap it up a bit, it's in danger of alienating the viewers.
