Seven of Nine defrosts the remnants of a civilization put in stasis 900 years earlier, only to find that they're a warlike race who are determined to take Voyager and make themselves a power in the galaxy once again.
So many Voyager ideas must look good on paper, but when they're written it all goes wrong somewhere along the line. Despite several references to antiquated weaponry, Voyager still seems to be in serious danger from this new race, although admittedly they're under attack by several ships at once. These bits are pretty cool. The CGI Voyager evading a bunch of ships and blasting at them looks fantastic, but it doesn't fill the gaping holes in the plot.
It takes the crew ages to realize that their new 'allies' are plotting against them, and several of the alien ships manage to get away in the end, when Janeway surely could have prevented this from happening. Before the season started, this race were described by Brannon Braga as being 'the Borg of their day'. Well, they're not frightening, clever, interesting or much of a threat now, so quite how they become a major villain this season I'm not sure. The whole episode seems set up purely to let a few of the aliens escape for future storylines. Everything else is predictable, dull and lacking in any kind of exciting hook whatsoever. Someone should point out that just having Voyager land on a planet doesn't disguise a crap idea.
