Tony Lowe had to excellent parents. His mother was a Solo and his father was a doctor. Unfortunately, both were gunned down days after he was born. Instead, he was raised by an uncle, Gerald Lowe. Gerald was a janitor at the Night City airport. The job didn’t leave him much time to spend with Tony, but he made sure that every moment he could, he spent with his adopted son.
        Tony learned a respect for the city’s rhythm and byways from his uncle, and joining the Arcorunners was an obvious turn of events. He spent hours telling his uncle about his life and listening to his advice. It was a tremendous shock when they both came down with the Carbon Plague. Tony had to sit, immobilized by the Change, and watch his uncle dissolve into a heap of crystals and hexite. Now, everyone calls him Dizzy. Completely unhinged by the trauma, Dizzy wanders the arcology. Swinging between the extremes of mania and depression both with a twisted worldview, he has become a gregarious hermit. He collects information on the entire yogang system, and spurts it out almost at random. No one knows where he is going to turn up and no one knows where he stays, but his information is always fresh, accurate, and wrapped in confusing metaphors and odd allusions.
        In person, Dizzy is tremendously confusing. His hair color changes from day to day, and no one has seen his eyes without a set of stylized contacts in them. The only constants are his purple Roadrasher with the picture of a turtle on the back and his uncle’s airport janitorial staff cap. His speech is confusing and can switch from hyper to morose inside a breath. He often changes the subject and fails to tell those he talking to. Occasionally, he tries to talk in riddles like he heard the Tribals and Streetfighters do, but obscure riddles from a madman are one step from indecipherable. He probably has the information you’re looking for, but getting it is an adventure.
