In the episode "Haven," the Enterprise visited the beautiful world of Beta Cassius, aka Haven. While they were there another ship decided to pay a visit, a Tarellian Plague Ship. The Tarellian Plague Ship was infected with the Tarellian Plague, an incurable disease that started out as a biological weapon.

The Romulans, Cardassians and Dominion are the affiliations in my mind who would be interested in using another races pain to create a biological weapon with which to hurt their enemies. The MEDICAL is obvious, study the plague and discover what you can about it. Treachery is because the intents are very lacking in any level of scruples. The Exobiology is needed twice 1. to study the Tarellians and it's affect on them and 2. to study how the plague would affect other races. The points are an average amount and I tried to fit them with the requirements as they relate to those of other missions. Changeling Research, which requires the same amount of Exobiology is five points more but also requires 3 SCIENCE and Geology, not too easy to come by. But then the Romulans have Extraction which has the same requirements except only one biology in place of the two exobiology and is worth the same amount of points. This mission is still easily completable by two people from each of the respective affiliations: Mendak and Takket, Entek and Derell, Boreth and any Exobiology (Founder or Founder Leader come to mind.) And to even the score a bit I added the extra benefit after completing the mission. It stands to reason that after learning about the plague ship your goal would be to use it against your opponent. So everytime your opponent encounters one, you score points. (That would be five points because that's what appears on the dilemma.)
