In "Justice" the Enterprise crew enjoys shore leave on Rubicun III until Wesley Crusher inadvertantly breaks one of their laws and is sentenced to death. The Edo culture, inhabitants of Rubicun III, worshiped a transdimentional entity that originated in that area of space.

I chose the Romulans, Cardassians and Bajorans because they are the ones who could most easily complete this mission. Also the Cardassians have a pretty severe judicial system to start with and they might be interested in observing another. The Bajorans are rebuilding their culture and might be interested in investigating the possibilities for their law enforcement. I have no good explanation for the Romulans being on here except that they might be interested in the brutal methods of other cultures, I guess.
Law is an obvious requirement because you would need a lawyer to compare the Edo system with your own. Anthropology is to study the Edo's relation to their "god" the Edo Vessel. CIVILIAN is there mostly to enjoy the hospitality of the Edo's hedonistic society. Notice that Kovat can complete this mission all by himself and Makbar provides both the Law and the Anthropology making this mission very attainable by the Cardassians. The Romulans and Bajorans have only Vreenak and Odo respectively to provide them with the Law requirement making it a bit more risky for those affiliations of course there's always Reflection Therapy or (gasp) Mindmeld to create multiples of the skill. The special ability to seed the Edo Vessel here is to bring use to a rarely used card. This also begs of seeding Kathleen Tonnell with AMS as she can provide CIVILIAN and Anthropology for the mission as well as an AU icon to staff the ship.
