"The Big Goodbye" brings the Enterprise into Jarada space. Captain Picard must recite a leghtly greeting perfectly in order to open diplomatic relations.

The Federation can attempt this mission like many others because they did it in the show. The Romulans can because the Jarada are of strategic importance probably because of their location. The Bajorans, well, they're short on missions as it is and this one is doable by them though it is a challenge. As far as the requirements go, the object of the mission is to open diplomatic relations with this group so multiple Diplomacy seems like an obvious choice. The OFFICER with high CUNNING is the person who delivers the message to the Jarada. Data is the only personnel who can do this unenhanced which seems to fit since he could memorize the speech pretty easily. Otherwise an OFFICER needs access either to a PADD, which I think Picard was using early in the episode when trying to memorize it, a war room, Lower Decks, some other enhancement or some combination of the above. The points may be a little low but there is a definite perquisite to finishing the mission, passage through Jarada space. The span represents this. Before negotiations the Jarada are xenophobic and don't let anyone in so you have to go around but after you've completed it you can go through, cutting the span in half.
