In the episode "Angel One" the Enterprise crew stops at the planet Angel One to negotiate the release of the survivors of a Federation freighter. The catch is that the government of Angel One is ruled by females who don't take kindly to men.

First of all, the Federation and the Romulans are the affiliations who can attempt this mission because the planet is located near the Neutral Zone where either of their escape pods might end up crashing. They need an OFFICER to lead the negotiations and to represent the affiliation. The Diplomacy is also for negotiations or you can rescue them by transproting them out. (I haven't seen the episode in a while but I remember something about a big pot being transported as part of the process.) No males may be a little extreme since Riker was involved in solving the mission in the episode but this is for game function. But that is to represent the intolerance with males that the leaders of Angel One had. The special text is basically taken from the Search for Survivors mission except this is for Federation/Romulans rather than Cardassians/Bajorans. These universal personnel represent the peole who crashed in their escape pod. The mission is a part of the Neutral Zone for PNZ and regional purposes. The points make it non-assimilatable by the Borg and seem a good amount for these generally easy requirements. Note that Deanna Troi can do this mission on her own and so can Lisa Azar as well as Taris for the Romulans. It also brings use to Karina who would be in an all-female deck and until now had little other uses. All-female decks seem to be a popular new theme out there and both the Federation and the Romulans can do this rather well.
