In "Home Soil" the Enterprise is on a charting mission in the Pleides Cluster (also known as the Seven Sisters) which contains many young planets including Velara III where a federation terraforming station was located.

There is no real logic in the choices of affiliations who could attempt this mission. I just chose a bunch that hadn't appeared together on a mission before. None of these affiliations should have too much trouble coming up with the requirements. The skills are also conjectural, Stellar Cart. and Geology are for mapping and analyzing the newly formed cluster. Youth is there because the cluster is young. No real substantial reason for that. Stretching it even more the span is derivative of the name of the constellation, the seven sisters. Thus a span of seven and each female (sister) brings that closer to zero. The points are average for a mission of this caliber.
