In "The Arsenal of Freedom" the Enterprise crew is trapped on the planet Minos where Holographic recreations try to sell them a weapon system and convince them that they are safe. One of those redreations is Paul Rice, an old friend of William Riker's whose ship was lost in the Lorenze Cluster.

This mission is blatantly Federation oriented since no one else would probably care about a small Federation ship lost in unknown space. The search effort is coordinated by two OFFICERs with support provided by one of the SECURITY staff who might be worried about aliens getting their hands on the ship before they could. They would of course consult with Stellar Cartography who would be monitoring the cluster and have some good pilots to master the Navigation through the cluster. (I hope you enjoyed that cheesy story used to explain the mission requirements.) Or of course Will Riker and his holographic friend could go and find the ship on their own since Rice might have some recollection of where the ship ended up. The point value matches up pretty well with the amount of requirements. Note that this mission would go along very well with Investigate Coup.
