"Conspiracy" starts with Captain Picard meeting with Captain's Keel, Scott and Rixx on the abandoned mining planet Dytallix B. They gathered there to discuss a possible alien infiltration in Starfleet.

Any affiliation could believe they had a conspiracy brewing back at their headquarters. I could imagine any set of captains gathering in the eerie red lighting on Dytallix B in a paranoid huddle trying to determine each other's credibility. Here's some combinations I came up with that might turn up in a game:
Jean-Luc Picard (FC), Admiral Picard, and (Beverly Picard or Rachel Garrett); 3 Picards or 3 Enterprises. Taris, Toreth, (same acress) & Sela; go matriarchal Romulans! Governor Worf, Worf Son of Mogh and Kurn; the sons of Mogh. Dukat, Macet (same actor)and Natima Lang; two Galors and a shuttle in orbit. Rinnak Pire, Rinnak Pire and Rinnak Pire; same actor again! ;)
I hope that some people found that at least a little amusing. I'll admit it's pretty bad humor. The points are pretty high because you're bringing in three high-profile personnel to a dangerous place. This mission has Lack of Preparation written all over it. The HQ:SH part is to represent taking care of the conspiracy after your covert meeting.
