"Elementary, Dear Data" proved to be a challange when it came to choosing a mission possibility. It wasn't that Decipher had already made a card of the main mission from the episode. The problem was that there was no "mission" in the episode. It all happened aboard the ship with Professor Moriarty wreaking havok. The closest thing was when Geordi mentioned using a particle stream to erase the holodeck. So I suppose that anyone could try to test such a concept.
Test Particle Stream Near Morgana Quadrant: End holodeck simulation using warp engine by-products.
ENGINEER x2 + Physics + Holodeck When completed, any program here is discarded, holograms erased and personnel within killed.

First of all, I have no idea where this happened but since it was just after the episode "Where Silence Has Lease" I decided that the Enterprise couldn't have gone far so it's near the Morgana Quadrant, where Study "Hole" in Space takes place. The affiliations able to attempt this mission are those with the most easy access to Holodecks. The feds have a surplus of ships with holodeck equipment and now the Romulans have the non-AU Goraxus in addition to the Decius. The Dominion I can only imagine will have access to Holodecks because of Borath and his Vorta illusion created in "The Search" although that wasn't really a holodeck but more of a mind-game scenario. We'll see. The rest of the requirements basically spell out Geordi La Forge. But that makes sence since this was Geordi's idea. Broken down it's two ENGINEERs to think up the idea and pull it off and Physics to understand how to do it. Pretty simple. This mission obviously also goes along well with Tarchennen Study with the two ENGINEER and Holodeck requirements. As for the effect, when you complete the particle stream it's energy goes through the holodeck breaking down all of the images there. Any programs (I admit there is no such thing as a program card yet but I can't imagine that Decipher won't eventually come out with a holodeck related expansion with all they have to work with from the three series'.) are discarded, the holograms in them are erased, and any people in the program are killed. Exactly what Geordi said would happen if they went through with the particle stream option. (Again I'll admit, particle stream would probably make a better event or interrupt to erase a holoprogram but like I said it was a little difficult coming up with a mission for this episode.)
