In "Unnatural Selection" the Enterprise investigates a mysterious illness that killed the crew ot the Lantree. It is later discovered that the hyperaging occurred after exposure to children created at the Darwin Genetic Research Station on Garagin IV.

The Federation is running Darwin research station so they would probably evaluate genetic engineering just like they would a terraforming project. The Dominion does plenty of their own genetic engineering so they might want to evaluate the practices of their opponents. Genetic engineering involves understanding the unique characteristics of DNA so Bioloby in triplicate seems essential. SCIENCE and MEDICAL are there to oversee the experimentation. The Transporter Skill comes into play when your away team discovers the cure for the hyper-aging. (Notice this is basically the dilemma made into a mission.) The bonus upon completion is what really makes this mission shine. Once you've evaluated the project you can use (or misuse it). The Federation can report Julian Bashir to this mission along with Roga Danar. But the Dominion finally has it's interquadrant outpost. All of those white-craving Jem'Hadar can be engineered on Federation soil and your Vorta can join them. (Genetically engineered isn't defined in game terms yet but all of the above should fall into that category.) The incredible advantages of this reporting ability are balanced by a relatively low score considering the difficult requirements. The high span is also bit of a deterrent from using it though easily overlooked.
