This mission is too intertwined with federation characters and ideals to be doable by any other affiliation. The skills are sparse but rare. Cybernetics is there to research the android. And law is obviously needed for a trial so no surprises there. If, Bruce Maddox happens to be the cyberneticist at the trial (not unlikely with my mission-specialist version of him on the website) then he wins. In other words he can take Data apart and build an army of androids all of whom are exactly like Data. Picard and Louvois can revert the ruling made there and negate his ability. The points are mediocre because of the short but rare skill list and the added motivation. As far as strategy goes, another afiliation would benefit a lot from figuring out a way to espionage the mission and somehow brainwashing Maddox into pumping out multiple Lores. Imagine Crystalline Entity quadrupled! Who wouldn't want two Lores fighting on their side. The span is above average because Starbase 173 (I think) was far from any other outpost.
