A centuries-long civil war on a half-eclipsed world caused leaders from both sides to concieve a child who would later reunite the planet. That child was Salia, "The Dauphin." After being raised by her nurse, Anya, on Klavidia III she returned to reunite her homeworld of Deneb IV.

Reuniting a non-aligned world with a non-aligned leader is an agenda that only the non-aligned factions would care about. Of course the Federation would be glad to ferry the "dauphin" to the planet and help with the reunification but they need non-aligned support. The requirements are pretty standard: a double dose of leadership to lead these war-faring people, Anthropology to understand the history of the conflict, and Diplomacy to negotiate the treaty. The last requirement is the interesting one. You need a very important young person. Namely Salia although several others could fill her shoes for this mission; Sela, B'Etor and Varis Sul come to mind. In most of these cases, Salia in particular, the young V.I.P. provides most of the other skills needed for the mission and will need only a few other backup leaders to complete the mission. Points are average for an average mission and span is four because we're at Daled IV.
