"Pen Pals" gives acting ensign Wesley Crusher his first leadership role aboard the Enterprise. He headed a geological survey of the Seclundi Drema sector. Against the better judgement of the geology team he ordered an ico-spectrogram of Benev Selec system which turned up a high dilithium concentration.

This mission's affiliations are pretty much mandatory given the requirements. Every affiliation now has a personnel with 2 Computer Skill (along with a few Non-Aligned backup and downloadability w/ Quark's isolinear rods) but the other option is limited to Romulans, Federation and a holographic Klingon. I added the Dominion for flavor although i doubt this mission would appear in many of their decks. The mission requirements reflect pretty well a precice test needed to be done by a geological survey. First of all Geology is obvious as the ico-spectrogram will be analyzing the planet's mineral potential. What was leadership now only requires an OFFICER because as Asa (from the decipher BBS) points out, Wesley needs to be able to play a role in this mission so an OFFICER is needed to command the mission and make sure it gets done. The other requirement is for someone who can set up and operate the equipment needed for running the ico-spectrogram. A person with 2 Computer Skill like Data or Senator Letant would be able to program the computers to run the scan. Stellar Cartogrophers like Richard Wilkins are trained specifically in precise scans (as listed in his lore) and probably do ico-spectrograms routinely. The special ability relates to the finding of dilithium on the planet as a result of your scans and subsequently running a mining operation here. You would need a Geologist to do the mining and and ENGINEER who make use of dilithium crystals and you can mine which like in other cards means more resources or card draws. Sounds like a pretty profitable venture considering it's worth 35 points and a few card draws to you. And Enrique Munez (with any OFFICER) can do it alone and run the mine by himself too!
