In the first democratic Government in Armenia, only one woman minister was appointed for a year, and then replaced by a man. After a 5-year break, another woman was appointed as minister in November 1996. After the recent elections and appointments, in 1998, there is not one woman minister. The number of women in Parliament has decreased to 6.3%, from nearly 34%.. These tendencies are, unfortunately, continuing all over the former Soviet Union.
Center for Development of Civil Society (CDCS) Scientific Women's Council of Armenia was established in 1991.
The goals of the organization are:
- to protect women's rights;
- to increase role of women in public, social, cultural and political
life ;
- to join efforts with all women around the world to maintain
international peace and security;
- to provide advocacy and educational services for refugees and
national minorities;
- research, education and publishing activities
We've implemented more than 10 projects jointly with local and International organizations:
- Armenian Language and Culture annual summer training courses
- Created a New method of teaching Armenian
- Let's Speak Armenian - 2 text-books for refugees and national minorities
- Published Multilingual Illustrated Dictionary for refugee children (supported by USAID)
- Summer camp for refugee children (supported by UNHCR, NRC and local sponsors)
- Education program for voters (supported by USIS)
- Armenian language training courses for refugee women-teachers from rural areas ( supported by UNICEF)
- Training for Leaders of Women NGOs (jointly with Youth for Armenia, supported by USIS)
- Prevention of Migration - publishing of brochure Warning for Women (jointly with Religious Women Against Trafficking of Women, Netherlands)
- Drafting the Roster on Women Professionals in Armenia (supported by
UNDP)
- Roundtable Civil Society and Tolerance (jointly with the Center
for Democracy and Human Rights)
We've participated and made a workshop in the International Conferences
as well as:
- La Langue Armenienne: Defis et Enjeux. Montreal, Canada
- World Conference WFMH Time for Reflection. Dublin, Ireland
- The Fourth World conference on Women. Beijing, China
- 1st European Women Synod. Gmunden, Austria
- 2nd Annual Colloquy of European Center for Modern Language. Graz,

- 2nd European Ecumenical Assembly. Graz, Austria
- World Conference WFMH. Helsinki, Finland
- European conference of Trafficking of Women. Amersfort, Netherlands
In December 1996 we created The Center for Development of Civil
Society, the main goals of which are: to promote ideas about democracy and civil society and about pluralism / diversity (cultural, religious, linguistic, political).
We are planning a few new projects:
- Educational Program for Municipalities
- Village Women in Civil Society
- Open house - Support and Information - Education Center for Women's Mobilization
- Biographical Dictionary Women in Science
- Conference The Role of Women's Organizations in Development of Democratic Society.
