Strategy Goal:  To start more new churches by 2004 than in the previous decade, with these capable of reproducing themselves by 2008; 80% in existence 5 years later; 50% self-supporting within 3 years

Main Strategy Components:
1.  Nehemiah Project - recruitment of  seminary (and potentially college) students, who will earn credit and life experience for their church planting efforts in New England
2. 
Key Church Strategy - existing churches committed to consistent reproduction through new church starts
3.  BICPS (Boston Indigenous Church Planting Strategy) - lay-based, using "Operation Lydia" and "Lighthouses of Prayer" as catalysts
4. 
Natural Church Development - as a NECESSARY development tool
