The following transmission was received by the Ohio State University Radio
Observatory, and translated by their super computers. The signals were
extremely weak, and some of the tranmission was lost. The weakness is a
result of receiving only scattered and reflected signals. It was not
aimed at the Earth.
This is to inform the Supreme Council that the observation of the third planet of the Uthana system is completed. This is the final report. This planet has been observed while it revolved 144 times around its star. The dominant culture has a propensity for violence, which has increased with technological advances. It seemed that some small skirmish was occurring constantly. A minor disagreement between two rather small areas escalated into a major conflict. The two "nations", as they refer to themselves, managed to involve most of the developed areas, although the devastation was confined. A weed, burned for its aroma, was common among these primitives. The weed was changed at the molecular level. This made the breathing of the smoke lethal for part of the population. Use of the weed declined only slightly, but the population increased. We engineered the collapse of the monetary system. Many thought a loss of money was important, and self-destructed. Starvation and hardship were widespread. It took them ten revolutions, but they recovered. They were allowed to continue developing, but watched more closely. One nation attempted to solve its economic problems by starting a major conflict. Two other nations joined the first in an attempt to exert influence upon the entire planet. There were two areas of conflict during this period. In the course of developing weapons, rocketry was discovered. The primitive rockets were used for explosive weapons delivery. A large dwelling area was destroyed by this method. Weapons were developed which were more destructive than any produced. The weapons were used to destroy large areas of the island of one of the first attackers. This ended the conflict. During the relative lull which followed, technology was used to improve the quality of life of the population. However, weapons research continued. Each nation believed the development of horrendous weapons would make it safe from invasion, as retaliation would be worse than the initial attack. The decision was made to attempt slowing progress again, so our attention turned to the thing most important to any species; their offspring. We produced a virus which crippled 50% of those infected. Another ten revolutions, and they had discovered a cure. Research continued in space exploration. After almost 20 revolutions, a trip to the moon was completed. Telemetry package were sent to the other planets of the system. An emerging species is normally given encouragement at this point, but the brutal conflicts of the time made that inadvisable. One of the larger nations was spending vast sums to continue a conflict in a remote area on the other side of the globe. Neither faction demonstrated humane treatment of prisoners taken in battle. The primitives were allowed to learn how to modify a drug which had been used for many revolutions. In its modified form, it produces death in users. Most of the users are the young of this culture. We have released a powerful virus, which does not discriminate age or sex. There is a five revolutions incubation period, followed by death within five revolutions. The infected population seems to be increasing by multiples of eight, with total world infection in the near future. Throughout these tribulations, these primitives have shown a remarkable tendency to combine effort to overcome adversity. However, without an external threat to overcome, they discriminate among themselves on matters as minor as language or appearance. We have monitored their low frequency transmissions. We are saddened by the reports of conflict. It is our recommendation that this species not be allowed out of their solar system. If they can overcome the last two obstacles, they will resume improving their technology. It is apparent they will destroy any cultures they contact. A system quarantine is imposed to prevent contact by other species. The normal warnings will be deployed. If this culture threatens escape of their solar system, we recommend total annihilation. |
