Smaller states were adamant that if representation was decided by population,
they would lose the rights and voices they fought for in the American Revolution.
Larger states worried that a state of fewer people could conceivably have more
representation than a state
with more people.
After much debate,
the delegates were able to compromise . . .
The most controversy came over the way the legislature would be set up
to represent the citizens, and how much representation each state would have in the national legislature.
