The most controversy came over the way the
legislature would be set up to represent the citizens,
and how much representation each state would have in
the national legislature.
  Smaller states were adamant that if representation
was decided by population, they would lose the rights
and voices they fought for in the American
Revolution.
  Larger states worried that a state of fewer people
could conceivably have more representation than a
state with more people.
After much debate, the delegates were
