In 1790,
Congress passed a naturalization act that

made all ‘free white persons’ citizens and therefore
|
|
able to vote, as long as they had lived two years in the
|
country. Non-whites were not included.

The
institution of slavery prevented enslaved
|
|
|
|
|
|
African-Americans from voting, but even free blacks
|
|
were not viewed as citizens prior to the Civil War.
|
