African – Americans & Other People of Color
		In 1790, Congress passed a naturalization act that made all ‘free white persons’ citizens and therefore able to vote, as long as they had lived two years in the country. Non-whites were not included.   The institution of slavery prevented enslaved African-Americans from voting, but even free blacks were not viewed as citizens prior to the Civil War.
