    "In recent years, there has been an explosion in the frequency with which we turn to unilateral economic sanctions. According to one count by the National Association of Manufacturers, the United States has imposed unilateral economic sanctions 92 times since the end of WWII; 62 -- well more than half -- have been imposed since 1993. The President's Export Council notes that more than 75 countries are now subject to some form of economic sanctions." (Stuart E. Eizenstat, Under Secretary of State for Economic, Business and Agricultural Affairs).

     With these many sanctions in place, one would believe that economic sanctions are being enforced to change foreign policies, but Eizenstat goes on to state that, "The history of our use of unilateral sanctions very clearly shows that in the majority of cases they fail to change the conduct of the targeted country.... Used at the wrong time and in the wrong ways, sanctions can actually impede the attainment of our objectives and undermine U.S. policy objectives. " The question is raised, then why are economic sanctions so widely used?

    One outstanding example of economic sanctions now are the sanctions imposed on Iraq. Since these sanctions began, a million and a half Iraqi citizens have died above and beyond the normal death rate. Recently, Iraq was bombed again with seventy hours of fire from the sky. What grave sin has this country committed that warrants another merciless bombing after nearly eight years of brutal economic sanctions that have reduced 25% of the country to starvation levels? Why have the economic sanctions continued despite massive evidence that they fail in obtaining their stated objectives?

     In previous articles on The WINDS we have examined this issue from an economic standpoint and observed that oil and weapon sales were primary motivations. Another key motivation exposed was to make Iraq an example to the world as to what happens to those who dare to oppose the giant forces of change for a new world order. But are there other issues as well? The shear weight of the death toll cries out another possible issue - population control. Some have properly labeled it "genocide."

    To see this possibility we need to step back in time and examine Iraq's economic sanctions in the light of the Gulf War. By seeing the primary targets and admitted motives for the bombings, a different picture begins to emerge than what the carefully censored press reports draw. If we examine the carnage, we can see that the main targets were civilian and civilian infrastructure and not military.

"WE LIVE WITH DEATH" An Iraqi woman.

    What was destroyed during those nightmarish weeks? In Ramsey Clark's book Challenge to Genocide; Let Iraq Live, he carefully details the destruction. A synopsis shows that: more than 90% of the electricity was eliminated in the first few hours. Within days reports glowingly trumpeted, "not an electron was flowing." Nearly half of all the phone lines were destroyed. One hundred and thirty-nine bridges were destroyed including major highways and other roads. Not only were military vehicles attacked, but civilian cars, trucks, buses and even taxi cabs were shelled during the siege. Iraq's eight major multipurpose dams were repeatedly bombed. This caused widespread flooding and wiped out clean drinking water, irrigation supplies and hydroelectric power. Four of the seven major water pumping stations were destroyed and thirty-one municipal water and sewage treatment facilities were bombed. Raw sewage ran down the streets into houses, spilling out into the Tigris River polluting water sources. Without any telecommunications to warn them of the pollution, the Iraqi people, desperate for water, bucketed water from the Tigris for cooking and drinking.

    Twenty-eight civilian hospitals, fifty-two community health centers, five of Iraq's military medical facilities plus Rashid Mental Hospital, Ulwiyya Maternity Hospital and Baghdad's Saddam Central Children's Hospital were either destroyed or bombed. During the bombing, ceilings collapsed and shrapnel and glass were showered on patients killing or severely wounding patients, babies and mothers. With electricity cut off, critical life support systems were stopped assuring that many thousands more would perish from preventable wounds or disease following the attacks.

    Six hundred and seventy-six schools were bombed, completely destroying thirty-eight schools and partially destroying eight universities. Twenty-five mosques in Baghdad and thirty-one in the country were bombed or damaged. The 900 year- old Church of St. Thomas over a thousand miles from Kuwait was attacked.

    Manufacturing plants, textile plants, engineering plants, construction facilities, car assembly plants, chlorine plants, chemical, petrochemical and phosphate plants, and a major hypodermic syringe facility were attacked and destroyed or severely disabled. All the major cement plants were hit. Cosmetic companies, clothing factories, razor blade plants, industrial contracting companies, as well as other numerous production facilities, were destroyed or extensively damaged.

    Civilian airports, parked passenger and cargo planes were destroyed along with rail stations, rail yards, bus stations, car lots and transportation hubs. All the major highways were indiscriminately bombed killing civilians fleeing in pickups, cars and on foot. The most widely publicized was Highway 1, called the "highway of death," between Kuwait City and Basra. On that highway U.S. planes disabled the vehicles at its front and rear, then bombed and strafed the resulting traffic jam for hours. Ramsey Clark charges that, "More than 2,000 vehicles and tens of thousands of charred and dismembered bodies littered the sixty miles of highway."

    Another outrageous incident of civilian destruction was the bombing of the Amariyah bomb shelter. Prior to the February 13th bombing of the Amariyah air raid shelter, even Iraq excused the "collateral damage," the sanitized term for murder of civilians. After that date, it was clear to Iraq and Americans that the real intent was destruction of the civilian population. Normal war policy called for prior notification of an attack upon civilian facilities, but Amariyah was bombed killing the trapped civilians as they huddled together, without notice. Dropped from high altitude the first of two "smart" bombs went down the ventilation shafts cutting off the air supply. The second smart bomb collapsed the ceiling upon the sleeping victims, sealing off the 40-ton exit doors. The internal temperature instantly rose to 500° centigrade. Water pipes burst releasing steam at 2,000° Fahrenheit. The heat was so intense that children were incinerated leaving their figures burned into the walls.

    Knowing that half of Iraq's agricultural production comes from irrigation, the gargantuan United Nation's force bombed all the irrigation systems. Food production plants were bombed including factories for baby formula, vegetable oil, sugar, frozen meat and dates. Food storage facilities were likewise targeted and disabled or destroyed. Grain silos, hundreds of farms and farm buildings, tractor assembly plants and major fertilizer plants were methodically eliminated. Nearly a year and a half later in June of 1992, during the sanctions and with Kuwait safe from attack, the U.S. burned grain and wheat fields in northern Iraq with incendiary bombs. With farming capabilities destroyed, crops burned and irrigation systems were wiped out; farm herds were reduced by one-third. Poultry production was 90% decimated.

    These wholesale destructions do not count the military targets, oil refineries, pipelines, oil production facilities, and oil tankers that were hit. When one looks at the whole picture as it happened in sequence, the obvious conclusion one draws is unwarranted genocide. The military structure was destroyed for the purpose of rendering the civilians and its infrastructure defenseless from continued bombings. U.S. soldiers labeled the continued bombings a "turkey shoot" or "shooting fish in a barrel."

    Even the military deaths are sickening. Thousands were murdered in cold blood as they walked unarmed towards allied lines with their hands over their heads in a surrender position. Thousands more were buried alive in seventy-mile long trenches under tons of sand by bulldozers.

    A Pentagon planner without remorse states, "People say, 'You didn't recognize that it was going to have an effect on water and sewage.' Well, what were we trying to do with the sanctions--help out the Iraqi people?" He goes on to categorically state the real purpose for the bombings by adding, "No. What we were doing with the attacks on the infrastructure was to accelerate the effect of the sanctions." (emphasis supplied). The Washington Post added in a June 23, 1991 issue, "Military planners hoped the bombing would amplify the economic and psychological impact of international sanctions on Iraqi society. . . . They deliberately did great harm to Iraq's ability to support itself as an industrial society." With a large portion of the civilian medical, educational, religious, communication, transportation, agricultural, electrical, water treatment and sanitation facilities destroyed or permanently disabled and no way to rebuild due to the strangling economic sanctions, is there much doubt as to the real target? The proof of the real targets are the dead and dying.

    To add insult to death and misery, CFR member Bill Clinton, flush from his visit to Israel, pounded the country again, but, this time, without U.N. permission or help. With the bombing momentarily abated, Clinton has announced that he will tighten the economic sanctions to prevent black market sales into Iraq. The black market activity helped to give Iraqis some sense of normalcy. This cannot be tolerated. Americans fed partial truths support the continuing genocide by a 75% approval. By doing so, Americans also will become the victims.

    In the Protocols it states the principle of economic sanctions bringing death as a replacement for war.

Our State, marching along the path of peaceful conquest, has the right to replace the horrors of war by less noticeable and more satisfactory sentences of death, necessary to maintain the terror which tends to produce blind submission. Just but merciless severity is the greatest factor of strength in the State: not only for the sake of gain but also in the name of duty, for the sake of victory, we must keep to the programme of violence and make-believe. The doctrine of squaring accounts is precisely as strong as the means of which it makes use. Therefore it is not so much by the means themselves as by the doctrine of severity that we shall triumph and bring all governments into subjection to our super-government.

    The rationale for the war was the "squaring of accounts" by a "peaceful conquest" when the U.N. had to step in and end the invasion of Kuwait. Since the U.S. wants to hide under a benevolent facade, the horrendous bombing ended, but the sanctions now have "accelerated effects." Thus the agenda of "less noticeable and more satisfactory sentences of death" has been carried out in Iraq by starvation from the sanctions and a destroyed civilian infrastructure.

     The sanctions provide another added benefit to the stock market which is realized from the bombing of the civilian infrastructure. Since Iraq cannot support itself any longer, they are forced to buy what they need from western companies. The oil for food program has greatly enriched those who have profited from this exchange. None of these motivations will ever be allowed in the national media since it is controlled largely by U.S. money interests. What the people will hear from the national media are things like, "weapons of mass destruction," and "that dictator Saddam Hussein." What America fails to recognize is that this beast, sooner or later, will be coming home.

NAZI GERMANY REINSTATED

    A very strong correlation between Nazi Germany and today's brave new world of death by "more satisfactory" means can be shown. The propaganda that Hitler published for Russia portrayed children as a hindrance to economic prosperity and a danger to women's health. On April 27, 1942 Professor Wetzel issued a memorandum from Berlin stating:

Every propaganda means, especially the press, radio, and movies, as well as pamphlets, booklets, and lectures, must be used to instill in the Russian population the idea that it is harmful to have several children. We must emphasize the expenses that children cause, the good things that people could have had with the money spent on them. We could also hint at the dangerous effect of childbearing on a woman's health.(2)

    Hitler further advocated a "bloodless" "humanitarian" way of killing in 1932 in order to obtain greater control of Europe for agricultural gain. In a secret party meeting of 1932 the agricultural experts warned Hitler that the region's "tremendous biological fertility" must be countered by a planned "systematic" depopulation policy. A German defector named Hermann Rauschning revealed a 1934 conversation he had with Hitler where the population problem was discussed about the Slavs. He recalls the chilling solution Hitler emphatically provided.

We are obliged to depopulate. . . . We shall have to develop a technique of depopulation. . . . There are many ways... of causing undesirable races to die out.

The French complained after the war that there were twenty million Germans too many. We accept the criticism. We favor the planned control of population movements. But our friends will have to excuse us if we subtract the twenty millions elsewhere. . . . By doing this gradually and without bloodshed, we demonstrate our humanity. (emphasis supplied)(3)

    Can we expect William Clinton to tell the truth when he states, "we are going to face early next year a great challenge of fashioning a bipartisan solution to save Social Security for the 21st century. I tell everybody it is a formidable problem, but it will only get worse if we delay it. And it is a high-class problem -- we have this problem because we're living longer. The average life expectancy of the American people, as reported just a few weeks ago, exceeds 76 years. And that is a high-class problem.

    "When Social Security was established and there was no early retirement at 62, and you couldn't draw until '65, the average male life expectancy in America was 56 -- in the 1930's. So we've gone from 56 to over 76 and, of course, for women it's a couple of years higher." Clinton goes on to say, "And as Pauline says, women are especially dependent on Social Security for reasons that I think would be obvious to anyone and, therefore, have a particularly large stake in our resolving this problem in a prompt and appropriate way." If we examine the implication behind these words, we can see that when Social Security was originally instituted it was expected that the average male would die nine years before he was eligible for benefits. Therefore, some of the solutions may entail raising the benefit retirement date, lowering the average death rate or reducing the population of those who may need it so the funds can be secure for the victors.

    With the Iraqi example before us, the "humanitarian" Clinton has, by the latest bombings, shown the world what that resolution may be. With U.S. paid-for policies sanctioned by the "peace-keeping" U.N., it is not a great shock to discover population control measures hidden under economic sanctions with no reprisal from the international community. By coming up with new terms for morally illegal activities in our newspeak dictionary that is constantly being rewritten as it was in George Orwell's 1984, we have just sanitized murder into an accepted solution. Deception in America has become the norm. Liars are trusted to run government. Murderers provide "health clinics." Thieves operate banks. The media prints daily propaganda. War is called peace-keeping. Genocide for economic gain is hidden under economic sanctions.

U.S. POPULATION CONTROL

    Dr. John Coleman may have hit the nail on the head when he stated unequivocally that "the Committee of 300 long ago decreed that there shall be a smaller--much smaller--and better world, that is, their idea of what constitutes a better world. The myriads of useless eaters consuming scarce natural resources were to be culled. Industrial progress supports population growth. Therefore the command to multiply and subdue the earth found in Genesis had to be subverted. This called for an attack upon Christianity; the slow but sure disintegration of industrial nation states; the destruction of hundreds of millions of people, referred to by the Committee of 300 as 'surplus population,' and the removal of any leader who dared to stand in the way of the Committee's global planning to reach the foregoing objectives."(4) The economic gains realized from suppression and force are enhanced by the removal of the "surplus population" that would remain to consume the spoils. Some Americans may not feel especially sympathetic when it is some other race of men who are being controlled, but it behooves us to look and see that this monster is everyone's nemesis.

     A tape made available over the past decade is entitled, "New Order of Barbarians." The tape states, "This interview by Randy Engel, Director of the U.S. Coalition for Life with Dr. Larry Dunegan was taped on Oct., 10, 1991 in Pittsburgh, Penn." Dr. Larry Dunegan had produced two tapes in 1988 which this interview was built upon. "Dr. Dunegan, spoke about his recollections of the lecture he attended in 1969 where Dr. Richard Day, an insider, revealed the plans for their World System, aka the totalitarian, socialist World Government. Dr. Day was the Chairman of the Department of Pediatrics at the University of Pittsburgh from about 1959 thru '64, about that period of time, and then he left the University of Pittsburgh and went to fill the position of Medical Director of Planned Parenthood Federation of America."

     Dr. Day is quoted as saying, "We can cure almost every cancer right now. Information is on file in the Rockefeller Institute, if it's ever decided that it should be released. But consider - if people stop dying of cancer, how rapidly we would become overpopulated. You may as well die of cancer as something else." Dr. Dunegan comments, "efforts at cancer treatment would be geared more toward comfort than toward cure. There was some statement [by Dr. Day that] ultimately the cancer cures which were being hidden in the Rockefeller Institute would come to light because independent researchers might bring them out, despite these efforts to suppress them. But at least for the time being, letting people die of cancer was a good thing to do because it would slow down the problem of overpopulation."

     Dr. Day is quoted as saying, "There is now a way to simulate a real heart attack. It can be used as a means of assassination. Only a very skilled pathologist who knew exactly what to look for at an autopsy, could distinguish this from the real thing."

     It is widely acknowledged by most physicians that chemotherapy and radiation do not cure cancer. Most cancer treatment is, indeed, simply to make the victims comfortable until they die. One of The WINDS staff recently had such an experience. A family member was dying of cancer, undergoing all of the accepted treatments for it. When the doctor in charge was confronted concerning this kind of treatment, the doctor stated plainly, "our goal is not to cure the patient but to make him as comfortable as we can." The doctor then gave the precise prognosis as to when the patient would die. He was correct in his estimation. According to Dr. Dunegan, Dr. Day stated that this was purposed as a means of population control. Dr. Larry Dunegan stated that he felt AIDS was a manufactured disease based on the statements made by the insider Dr. Day. We can only guess at the many devious ways this mindset can use to slow population growth. One may feel that this kind of population control is necessary until that one becomes the target himself.

    Just before the Israelites left Egypt at God's command under the leadership of Moses, Pharaoh called for population control by consigning all baby boys to be thrown into the Nile. Shortly after Jesus was born, Herod instituted another population control measure by killing all the baby boys two years old and under. We can hear in today's population control measures and economic sanctions the same voice. Has the world degenerated into a common band under one leader with one agenda - the destruction of the human race? These genocidal acts are a source of grief to Christians who value life, but they also support their faith in a soon deliverance of the coming King.

"And I heard another voice from heaven saying, Come out of her, O my people, so that you may not become partakers of her sins and lest you be smitten by her plagues... [For] in her was found the blood of prophets and of saints and of all who were slain upon the earth." Revelation 18:4, 24.
