DECLARATIONS OF AMBASSADOR
JAVIER PÉREZ DE CUELLAR - PAST GENERAL SECRETARY OF UNITED NATIONS
On April 23th, at 13 hours, Paris time, the President of the Peruvian
Institute of Polemology could talk to Ambassador Javier Pérez de
Cuellar who was in two opportunities General Secretary of United Nations
and carried out his administration brilliantly. He had the courtesy of
making us know the following statements.

Asked on the United Nations
(UN) role in the Kosovo conflict he responded:
It is worrying that the United Nations
are not playing the direct part that corresponds in the face of the horror
that NATO bombings mean, considering, at the same time, the horror of the
actions of the Serbian forces. It is necessary to take a position that
considers both situations. Evidently, if this would have been put to consideration
of UN Security Council, Russia and China wouldn't have allowed that kind
of sanction prospered, without justifying the cruelties made by the NATO.

Has it been violated the fundamental
UN Document that defines clearly the obligations of the member countries?
Undoubtedly. It so happens that the way
Security Council agreements are taken wouldn't have prevented to stop the
actions of the Serbians against the kosovars, but it does not justify the
horror of NATO bombings, even so Milosevic would have ended up with free
hands. However, as well as the reprisals against the Albanian kosovars
are condemnable the bombings of the Atlantic Alliance are also an aggression
against the human rights that the world must keep in mind.

Do you think that a UN Assembly's
emergency meeting is opportune?
Well, you know that the General Assembly
of the UN does not have decision power, but just recommendation power.
However, convocation could contribute to stop the slaughter that bombings
are causing among the innocent civil population. The world should know
that only the Security Council has authorization to order the use of the
force.
Anyway, it is lamentable the non intervention
of the United Nations, situation that doesn't impede that from all world
condemnations against the bombings continue arriving.

What could be done immediately
so as to stop the bombings?
In the last hours –I don't know if it
has already been listened in Lima because of the time difference–, a fact
that opens a solution possibility has taken place. I refer to the visit
in Belgrade of the Russia's envoy, Victor Chernomydin, who has gotten Milosevic
acceptation of an international presence in Kosovo under the UN control.
This is a great advance that could be very useful to control the situation,
it would also allow the UN to play their part, to cease the bombings, the
refugees return and finally to achieve the Peace.
This is a very important moment in
the search of a solution. I am informed that the North American Government
would have accepted, also, the proposal.
Do you think that this military attitude of NATO
means a threat to the world peace?
At least this is a very dangerous precedent
in the use of force as NATO has made. It is negative for the world and
should calls us upon to meditate on what could happen later on.

Peace. You will understand the difficult task that is to me to make statements
that keep the balance in the face of the Kosovo conflict.
