In Argentina, as in many other countries, international voice and data communication services are available through a single provider. That exclusive arrangement has led to important investments in infrastructure. Without competition, however, the cost of telecommunications remain high. In order that the Internet become a useful tool for professionals and personal pursuits, it must become widely adopted by the community. Otherwise, it is nothing more than  a toy for the few who can afford it.

The first sign of flexibility in the otherwise monopolistic arrangement was a decision by the regulatory authority to permit a link to the United States by another provider on condition that the connection be used for noncommercial purposes.
