During the Civil War, there were many captured soldiers, and the Confederacy and Union dealt with prisoners of war differently. In 1863, however, the Confederacy also had to decide on how to deal with captured black Union soldiers. And they would continue to struggle with the question until the war was dwindling to an end. On May 1, 1863, President Jefferson Davis approved a joint resolution of the Confederate Congress. But Confederate generals were unsure of the specific instructions stated in the document.
