Ciedesco, the International Centre for the Study of Development and Communication, is a privately owned, independent, non-governmental and non-profit civil association duly registered under Venezuelan law, and dedicated to the activities of interdisciplinary research, study, project identification, planning and evaluation as well as advisory services in all areas pertaining to the interrelations between the development processes and mass communication systems.
Founded in 1987, CIEDESCO does feasibility studies and provides advisory and consultancy services aiming to make more efficient the work of information and communication systems in the Third World and between industrial and developing nations.
CIEDESCO is based in Caracas, Venezuela but has strong permanent working links with other institutions or individual professionals in the rest of Latin America and in the United States.
CIEDESCO is organized to work in an interdisciplinary and flexible fashion and, in this respect, divides itself into the following operational areas which support and complement each other:
a) Research and Studies: attempts to develop theoretical and applied research work for the latter development of projects and activities to fill the needs of those organisations which call for the Centre's services.
b) Documentation Centre and Data Base on Communication and Development. Formed by a growing body of documentation and biblographical material, the Documentation Centre provides support to researchers and students of mass communication in Venezuela.
c) Consultancy and Advisory Services.Provides services in strategic communication planning and policy design and formulation.
d)ProjectDevelopment.Identification, design,preparation,and/or evaluation of projects for communication development or of the communication component in development projects.
e) Training programmes. Designs and organizes training programmes for communication professionals at diverse levels.
An organisation is only as good as the people who form it. In this respect, CIEDESCO is proud to count on the dedicated services of a most highly qualified group of professionals. They are:
a) Permanent Staff: José Antonio Mayobre. Founder, Chairman and Chief Executive Officer of CIEDESCO. An Honours Graduate of Princeton University with a Diploma from the World Press Institute of Macalester College and a Graduate Degree in Information Sciences from the University of Paris, Mr. Mayobre is a veteran journalist, diplomat, author and university lecturer on communication. A former Foreign Correspondent, he has also been Director of the Institute of International Affairs at the Venezuelan Foreign Ministry and a Unesco staff member. He is A FORMER Vice-Chairman of the Unesco International Programme for the Development of Communication (IPDC). and of the Board of Directors of the Venezuelan National Television System.
Juan Manuel Matos. Operations Director is a Licenciado in Mass Communication from the "Andrés Bello" Catholic University of Caracas and has a Masters Degree in "Communication and Education" from the Universidad Autónoma de Barcelona, Spain.He joined Ciedesco inmediately after graduation.He is also a reseaqrcher and writer for "Comunicación" magazine, in Caracas.
María Eugenia Jahn: CIEDESCO Director of Legal Studies.A lawyer, graduated from the "Andrés Bello" Catholic University of Caracas (UCAB), Ms. Jahn was a member of the legal department of the Venezuelan National Securities Commission, a researcher at the Private Law Institute of the Central University of Venezuela and Director of the School of Law at the UCAB. For the past years she has also been engaged in private law practice.
María Eugenia Mayobre Jahn: A graduate in Mass Communication from the Catholic University of Caracas. She is currently a Producer for Televen Television Network in Caracas while pursuing her studies for a Masters Degreee in Communication and Education from the Universidad Autónoma de Barcelona, Spain. She has been Managing Editor of "Ticket" magazine and a rdio producer and host in Caracas.
b) Associate Consultants: Are distinguished professionals in various fields who are on a retainer basis with CIEDESCO and have worked with the Centre on diverse projects. At present they are:
Mariano Fernandez. A graduate in Mass Communication from the UCAB, Mr. Fernandez is a specialist in audiuovisual communication systems.
Manuel de Casas. UCAB Mass Communication graduate. Has worked as a press officer for OPEC and for private companies and groups in Venezuela. He has been Director of Information at the Venezuelan Foreign Ministry.Mr. De Casas lives in Barbados.
Juán Antonio Muller. Architect and Economist.with an M.A. from Georgetown University and Graduate work in International Finances and Statistics. Mr. Muller has worked as an officer of the World Bank and with Arthur D. Little International as well as with the Venezuelan Investment Fund.
c) International Consultants: CIEDESCO has a large roster of distinguished international consultants. Among them are:
Mr. Alberto Martinengo. A highly experienced international marketing specialist with particular expertise in the petroleum area, Mr. Martinengo worked for many years for Shell Oil Co. and is now based in the Florida area of the U.S.
M. Thierry Champagne. A native of Belgium, where he resides, Mr. Champagne is an economist who specializes in informatics and information systems for financial institutions.
At the same time, CIEDESCO has close working relations with the Instituto para América Latina, IPAL, in Lima,

Since its founding CIEDESCO has done - among others - the following studies:
- A Study on the "Project Preparation, Selection, Approval and Evaluation in Unesco's International Programme for the Development of Communication, IPDC". 1987. Done for the IPDC.
- A Diagnostic of the "Mass Communication Systems and the Mass Media in the Dominican Republic".1989. Done for UNDP.
- A report on "Bases for an Strategy and Public Information Structure for the Venezuelan Ministry of Social Development". 1990. Done for Unesco.
- A study on a "Master Plan for the Development of Public Service Television in Venezuela". 1990. Done for the Venezuelan Television System, VTV, and UNDP/ITU.
- An "Evaluation of the Agencia Latinoamericana de Servicios Especiales de Información, ALASEI" done for UNESCO.
- A report on "Latin American Regional Cooperation in the field of Communication: Needs, experiences and possibilities". done for SELA.
- A study on "The Venezuelan Television Systems" 1990. Done for USIS.
- An "Evaluation of the IPS-Third World News Agency". 1989. Done for the Dutch Foundation NOVIB.
- A workshop on "Management of small communication media". 1990.
- A "Report and Diagnostic on the Drug situation in Venezuela as a preliminary step for the design of a communication Programme" done for the Fundación José Felix Ribas in 1992.
- Preparation of a workshop on "Public Service Broadcasting in Latin America" for UNESCO and RNTC. Costa Rica, 1993.
Other studies and evaluations have been done for UNITAR, UNICEF and private clients.
