The city of Chicago wants to hand out $2.2 million in grants to Midway Games Inc., the arcade and video game maker. Midway's stable includes Mortal Kombat, often the target of anti-violence activists. The city says the money will keep the company from moving its 54-year-old headquarters outside the city. Officials are under fire for making the grants available to such a company. But no one seems to question the existence of such grants.
