Abstract

The present modernization theory comprehends socio-cultural phenomena as having a contextual and relative character. A dichotomy does not exist between tradition and modernization as presented in the classic theory of modernization. In the new theory of modernization, tradition and modernization are considered socio-cultural phenomena which are both valid and can even complement one another. Based on this understanding then, traditional cultural value systems are recognized as social energy available for generating community development. The wisdom of traditional cultures in various areas of Indonesia teaches that the agriculture systems that are environmentally sound and sustainable are polyculture systems and not monoculture agriculture systems. Experience to date with efforts to maximize agriculture production through intensification and expansion programs using inputs of high technology and high levels of financial support, as for example in monoculture rice systems, have resulted in the decline of the quality of agriculture ecosystems which has had a direct influence on the dramatic decline in rice production.
