BACKGROUND

The globalisation effect of this millenium is expected to be an important impetus for development of countries all over the world. The rural sector, with its abundance of resources in the form of human natural and initiatives should be seen as prospects which need to be explored.

The greatest challenge of many developing countries today is in providing an efficient, practical and pragmatic approach towards development for the rural communities, particulary one which is responsive to the local potensials and need towards achieving rural sustainability. In this respect, the role of the rural the rural industrial sector, particulary the small and medium scale industries (SMIs) is pertinent.

The seminars is aimed at discussing the various issues relating to rural development, particulary with respect to the SMIs of the ASEAN region in meeting the challenges of the globalisation era.

AIM

To discuss, identify and develop strategic approaches and frameworks towards rural development and the role of the SMIs from the ASEAN regional perspective.

OBJECTIVES

· To identify the planning issues challanges, prospect and strategies for the development of SMIs in the context of globalisation;

· To share and exchange knowledge and experinces between voarious ASEAN countries;

· To explore the possible approaches and mechanism for co-operation between countries towards enchaching the prospect of the rural SMIs in the region;

· To promote rural SMIs of the participating countries.

The topics for discussion are:

· Rural planning strategy and policy issues pertaining to SMIs.

· Technological aspects and the implications of the IT.

· The community and human resource factors.

· The natural resources.

· Institutional / organizational aspects and the roles of public and private sectors

· Legal, financial and international frameworks

· Social and enviromental impacts

· Academicians in rural planning and economic development;

· Private/ corporate sector

· Government agencies;

· Community organisations /NGOs

· Person involved in rural development

LANGUAGE

Malay and English

ABSTRACT AND PAPERS

Abstract must be in English, typed single spacing on A4 size papers and submitted latest by 31 May, 2000. The full paper can be in English or Malay, typed on M/Word PC, about 15 pages, on A4 size papers 1,5 spacing and submitted 1 August, 2000.

SEMINAR ACTIVITIES

The main activities of the seminar are :

EXHIBITION

The Exhibition will focus on :

· Appropriate technology and IT,

· SMI products,

· Rural development agencies,

· Training institutes, etc.

Exhibitiors will be charged a nominal fee
