In the spring of 1998 I was named the Executive Director of the University's new workforce development initiative. Responding to a shortage of information technology workers, Old Dominion University asked the General Assembly for funding to establish several new initiatives to help address the problem within the Commonwealth of Virginia. |

In July 1998 we began to use the experience and legacy of the ACTE Program, described below, to offer certificate programs, eligible for college credit, to both non-degreed and to already degreed individuals. Certificates include Microsoft Certified Systems Engineer, Microsoft Certified Systems Administrator, Visual Basic Programmer, WebMaster, WebManager, Microsoft Certified Database Administrator, Network Router Associate, and Computer Professional. Training leads to Microsoft, CompTIA, CIW, and Cisco certification. Courses average 45 hrs long, are offered part-time, to enable working people to complete a 7 to 12 course certificate program in approximately one year. To receive the University certificate, students must complete all certificate requirements, and pass any national certification exams. Academic credit is awarded for each course, which can be applied toward Information Technology degrees at ODU. Most are equivalent to upper division (300-400 level) credit. |

We have concentrated our efforts in the Hampton Roads area, where we have had great success and enrolled over 2,000 students so far, and in Northern Virginia, where there are and estimated 19,000 vacant information technology jobs. The program headquarters is located in the ITPro Center in Virginia Beach, with labs there, in Hampton Virginia, and on post at Fort Myer, Virginia. The new progam enables me to provide continued employment for most of the current ACTE program staff who would have been unemployed after March 31, 1998. |

Executive Director, Accelerated Career Transition Education Program, Old Dominion University |

I was the Executive Director of a program funded by a grant from the US Dept of Labor which provided retraining in technical areas and career transition skills to nearly 1000 civil servants who are losing their jobs in the Commonwealth of Virginia due to Base Realignment and Closure actions. We provided free training, largely part-time, in Hampton Roads, Fort Pickett, and in Northern Virginia. Eighty-two percent of those who had been displaced by the end of the program have been employed in new positions, at an average of 97% of their pre-termination wage. This grant funded program ended March 31, 1998. |

Executive Director, Center for Continuing Engineering Education, Old Dominion University |

In December 1997 I was also named Executive Director of the Center for Continuing Engineering Education at Old Dominion University, a position which I held concurrently until November 1999. We hope to use the legacy training programs from the ACTE Program to focus more on becoming the preferred provider of customized training to industry in our area, particularly emphasizing engineering management and technology, and to provide certificate programs in related topics. |

I am originally from Chicago, where my father was a high school teacher for over 40 years. I attended the Univ. of Illinois and the Naval Postgraduate School. I am a retired naval officer (surface warfare, 20 yrs). I spent about 10 years in various training manager positions in banking, and have also managed a huge furniture store with over $35M in annual sales. I have lived for a year or more in Chicago, Champaign, Ill; San Diego/Coronado and Monterey,Cal; Newport RI, Honolulu, Saigon, and Athens, Greece. Thus the affinity to the Athens neighborhood. One of my seven children was born there. The others in Coronado, Newport, Ft. Belvoir VA, Norfolk VA, Fairfax VA, and Virginia Beach, VA. I am addicted to cruising. I enjoy wine, and am a red wine lover, and my wife believes the only good white wine is champagne! I also enjoy growing and canning vegatables, jam, etc., and travel. I do the shopping and cooking, and people give me kitchen tools and cookbooks for gifts! |
